The radio reception in my 2013 just plain sucks... Cell phone or no cell phone. FM reception in my 2001 Tacoma was fine. Must be Toyota made some "improvements" for the Gen 2.
I had to have the steering shaft replaced in my 2001 at 170000 miles. Sounds like the same issue; the U- joint was just not so Universal anymore. When I bought the truck Carfax history said there was moderate front end damage but I never could see anything in the engine compartment or front clip...
I have found the sensitivity of the FM to be the biggest issue. It is so bad I was suspicious that the antenna wasn't attached to the radio. So I unscrewed the antenna... And yes of course... It got even worse. I've never had a radio that was so bad and pulling in stations.
I know what you're saying about the volume capabilities. It just doesn't seem like you should have to turn it up to 98% of the volume capacity in order to listen with all of the windows down
