HELP ! “11 prerunner bumper and tow hitch removal

Hey, I’m trying to remove a bumper with the factory tow hitch. I removed every bolt I could see associated with the bumper and hitch. The bumper and hitch is loose but I can’t free it from the truck. The bumper freely rocks up and down, but it won’t friggin fully detach from the frame.
What am I missing?

Try pulling up on it.

If it's that loose then you've either got something wrapped around it somewhere or possibly a bolt with a loose nut you either forgot to take off or didn't know it was there...
