4x4 Question

Hello I have a quick question. when i put my truck in 4hi on the fly it engages within 2 seconds and works great! When I stop and try and get it to engage 4hi it just blinks and won't engage am I doing something wrong it's just wierd that it works on the fly but not when I'm stopped. Help would be greatly appreciated it's a 2008 trd sport
 
When I'm moving at 10mph with my foot off the gas and break in drive it blinks 1-2 times and turns solid so Ik it works when I'm in drive and stopped with my foot on the break it just blinks

It should kick in once you start to move.
 
Yea it dose work when moving. I just hit a lot of mud holes in 2wd cause it's more fun and want to be able to get into 4 while stuck/ stopped.
