First gen fuel pressure problem

Hi, I have a 2003 Tacoma 2.7 4x4 and it has started to have hard starts every now and then. I have narrowed it down to the fuel pressure. When I first turn the key there is 0psi, I even tried loosening the bolt on the fuel rail to the intake fuel line and no fuel squirted out with the key in the run position. When I start cranking the engine the fuel pressure begins to rise and then the engine starts once it reaches 25psi. At idle it reads 45psi and it drops by 5psi when I rev the engine. Also when I shut the engine off the pressure drops to 0psi almost instantly. I am not sure whether to replace my fuel pressure regulator, fuel pump, injectors, or how to even figure out which one is the problem. Any help would be much appreciated.
 
Injectors shouldn’t be the culprit.
How many miles are on it?
How long have you had it miles wise? Do you get gas from a discount place?
Cheap gas?
Do you run it until it’s on empty before filling up?

I have only had it for about 600miles, it has 156 000miles on it. I usually fill up when at 1/4 full at Costco I have never heard of them having bad gas. Do you know of any ways I could test the fuel pump and regulator?
