A/C low cooling possible fan clutch

Any one have any thoughts on a bad fan clutch on the 4.0 l engines I know about the testing I worked on the earlier Toyotas for many moons
 
Did you check the system level? Most of the time when ac doesn’t cool it’s due to a leak and low refrigerant in the system.
 
Yes i have done all of that . Thank you though for your advice the ac system , cooling system are all function great "except "when it is just when its 98°+ sitting at a light or the drive threw. I am sure it is the clutch all i need to do is keep the ram up around 1k just to get the damn fan spinning fast enough just more of a how many have seen this ? It just doesn't seem to lock up enough to pull the air throughout doesn't overheat. Just poor ac performance
 
Any movement in the fan blade shift suggests fan clutch replacement. With the engine off hold a fan blade move it up and down. If you feel movement or slack. I would replace the clutch. Also a bad fan clutch will cool at highway speeds and overheat at stop lights and slow speeds.

If you check the system what's the pressure on the low side? In my experience I haven't seen many clutch fans go bad.
