    Black Pepper works better than oatmeal. But honestly that type of thing is ony to get you home so you an fix it right. Right includes completely flushing the entire system with a cleaner to remove the crud you have put in before refilling it.

    You can turn it with a large wrench or even two wrenches to give you a poor man's cheater. There are also long (like 24") breaker bars. Lot's of ways to turn the spindle.

    One of thee and a 1/2" cordless impact and it's no big deal to remove stuck rotors.

    You can clean those up with fine emery cloth. But usually the pulleys are almost self cleaning as the belt goes across the surface. Unless of course they sit for a time. the worst thing for both belts and pulleys is oil so even if it's a small valve cover leak it can deposit residue on both.
