If the shimmy wasn't there before you got new tires, and its there now....it's likely a tire balance issue, or a bad set of tires which happens.

Holy crap....that frame is beginning to delaminate when wet mud, and debris collect inside. Not good at all. Thats what happens to those gen1 and 2 tacoma frames that were made from mild steel if never protected with a rust inhibitor. Glad I got the gen3 that is now built with high tensile steel.

Stop smoking so much weed ! Actually the cabin air filter has nothing to do with that. It comes from the gas's the vehicle's plastics, and vinyl emit as they age. All current, and past vehicles will eventually do it.
