2004 power steering pump constant whine

Hello,
We have a 2004 Tacoma v6 4x4 automatic. The steering became noisy and harder to turn. Put on a new pump with no improvement. A new rack and hi/low pressure lines replaced. Steering became much more noisy and more difficult to turn. Put on a second new pump. Worked out all air bubbles. Noise is still there. Both pumps are new (not remanufactured). The entire power steering system is brand new start to finish. Truck is all Factory with no modifications and trouble free all the years we’ve owned it. Any ideas?
 
I only used a genuine toyota steering rack, and lines when I replaced my leaking rack for my old gen1 tundra. Pump was fine. All worked great when finished. Idk, maybe the rack is defective. I never trust remanufactured racks, or aftermarket.
 
Sounds like the pump is sucking air somewhere. Air in the system is what usually causes them to whine
 
Take a look at the power steering control valve. Sometimes they get debris inthem and then don't either open or close completely.
