I thought by 2021 these tacoma's would have them installed by now when they were built. My 2020 already had that damper 0045-23 tsb when I took delivery of the truck. I haven't had any whinning either. If you do an online search for the tsb 0045-23 at TOYO Headquarters, it's all explained. Otherwise I'd suggest contacting the dealer, or stock up on plenty of cheese to go along with that wine.
