I was wondering the same thing. It looks like they are drilled for a hitch lock.
The guy does make some good looking hitch covers.

They are drilled for a hitch lock and other than using your trailer hitch bolt & pin, you can pick up locks from boltlock.com & flagsnhitches.com who sell locking bolts for hitches.
