Fuse panel cover removal

How do you remove the cover on the fuse panel under the dash?

I haven't opened mine, but the image makes it looked like you just pull the bottom to unlatch it.

From what I can see, the bottom (the end near the bolt, IIRC) has two locating tabs that serve as a hinge. For the life of me I can't find how to trip the latch on the other end. I'll try a small pointed scriber tomorrow.
