They do come off. I was concerned about someone being able to steal it. One strong tug and it would pop off. Probably brake some of the clips. There are no screws that hold them on just plasti
 
I have a 2" lift on mine with the Bilstein 5100 all around. You can run with 265 70 17 without much rubbing at stock height.
The only time that I would get a rub was turning and hitting a bump. It only leaves mm's of clearance with that tire. You could cut the plastic inside the wheel well or mold it with a heat gun if you choose to go with the larger tire size while keeping your stock height.
