Throttle fluctuations

Issue while driving RPM's fluctuates at lower speeds, I cleaned the TPS (Throttle Pressure Sensor) and it is not doing it as often but still is only in lower speeds (20-30mph). Any ideas? Thinking maybe fuel filter? currently at 98k miles.

When was the last time the spark plugs got replaced?

Hey there should have put the info about it first, it is a 2016 Toyota Tacoma, and I do not believe they have been replaced (I know I haven't done it) and do not think dealer ever did... I will try that this weekend actually and let you know. Also thank you for moving it to correct group
