is this nothing more than just surface rust?

Having these toyota pickups since 1978, and seeing how salty winters affects them, i've tried a few different rust inhibitors starting with my 2001 tundra. If you don't do the inside, and outside of the frame, you'll be sol in 10 years living here. Found lanolin based ones are better than doing nothing at all. The petrol based ones like cosmoline, or crc hold up much better. Been over 5 1/2 years on my tacoma's frame since using rp-342 cosmoline, and it still looks factory new.
