is this nothing more than just surface rust?

Having these toyota pickups since 1978, and seeing how salty winters affects them, i've tried a few different rust inhibitors starting with my 2001 tundra. If you don't do the inside, and outside of the frame, you'll be sol in 10 years living here. Found lanolin based ones are better than doing nothing at all. The petrol based ones like cosmoline, or crc hold up much better. Been over 5 1/2 years on my tacoma's frame since using rp-342 cosmoline, and it still looks factory new.
 
Wouldn't it make sense to make them galvanized? For what the cost to Toyota to replace them around 16 grand it would be a hell of a lot cheaper! My coworkers son works at Falmouth Toyota and he and another guy do frame changes over the weekend for extra cash. They each make flat rate of about 2500 bucks each ,they got a good system dialed in to do it . He said the dealerships charge the Toyota Corporation for the work .
 
Idk about these frames being hot dipped galvanized. It'd likely create a whole other bunch of fitment ssues/headaches when assembly time comes. Even powder coating can be an assembly problem to.
